I use a Mac, but I am very familiar with these Windows threats. I've helped friends and grandparents with there Windows machines, so I hope I will be able to help you. First of all, boot into safe mode. Then do a scan with Norton. If you still can't fix it, get SpyBot- Search and Destroy from a site called safer-networking, or download.com. Update and then do a full scan. Still nothing? Try SuperAntiSpyware, and do a full scan. If it still is returning, get Malwarebyte's Anti-Malware, the ultimate Malware removal. Do a full scan, and you'll probably find it. If you still don't, upload it to virustotal.com and see how many anti-viruses detect this threat.

 

(You could also try ClamAV, Spyware Terminator, Sophos, Avira AV, Windows Defender, and Adaware Free Version. However, all of the AV's listed here will have minimal detection compared to Malwarebytes. ClamAV /could/ get it, ST would probably miss it, Sophos possibly could get it, Avira and Windows Defender probably wouldn't, and Adware Free Version could possibly get it. My grandparents used ST, and when I scanned with Malwarebytes, it detected over 150 viruses half removed or not removed at all. Adware Free Version only got tracking cookies and one privacy object.)
