Isn't a likely problem with this that all the definitions on that recovery disk will be out of date, perhaps by a year, and so in particular unlikely to catch malware?
I echo your suggestion to use another computer to download and add once on line to consider an on-line scan by one of the reputable sites.

I'd like to know if i can re-download norton antispyware software while in safe mode? OK, follow this if you dare. My hard drive recently crashed, and i put a new one in. Before I could re-download Norton, i got a virus that, among other things, stops internet access. To get on the internet, I have to be in SAFEMODE. OOOOKAYY, so, now i need to re-download Norton to get rid of the viruses,etc. Can I do this re-download in SAFEMODE?

Sure. However if IE is blocked, you are going to have to use your Norton System Recovery disk that you made when you installed Norton. This will let you scan for the virus and hopefully remove it. If you don't have this (or a backup of your system), you will probably have to start all over.
Since you were able to get on the internet to post this, why not use that computer to grab the program?
