Thanks...When I attempt to run chkdsk form command prompt I receive the following message: "Cannot open volume for direct access."

This is good news because I can tell you that I have WinXP SP3 and there is no problem running chkdsk in any of three dos environments i.e. cmd, command and 4dos. So you have, imo, a problem with your XP.
The next stage is to reboot to safe mode, and again try chkdsk. If it works but has errors dont forget to rerun with the /f suffix.
If you are unsure type "chkdsk /?" without the quotes.
I have not checked but believe chkdsk does run in safe mode.
If it will not run in safe mode, but it is technically possible to do so (others can comment) then you will need to run chkdsk from a recovery console. see

I believe once you get chkdsk to work and check your drive, the defrag in win xp and Norton's will work again. So keep with this please.

Installed Norton 360 v 2.0 yesterday and seem to be unable to run disk optimization manually...I receive a message indicating that my C: and D: drives are "not available". When I attempted to run the Windows XP defrag utility , I recived an error message that the defrag utility could not start.
Any thoughts would be most appreciated!
BTW tech support told me that I could not run disk optimization in PC Tune Up manually. Rather the program would do it automatically...I don't think this is actually true.
yes, you can manually force "optimize disk". It is under PC Tuneup.
In your case your problem is not, imo, a Norton issue, because you cannot run Windows own defrag.
Nevertheless, I would suggest you start with chkdsk and check the integrity of the hard drive.
The full message as it appears might be useful.
Once we know whether chkdsk works and is clean, it may be easier to continue
