Try restarting your PC? That sometimes fixes this glitch.

I would like to recommend this procedure -
Download the Norton Removal Tool located here and save it to your Desktop.
Next, download NIS 2012 from here and save that, too on your Desktop.
Export all Identity Safe Data (if any) and make a note of your Product Key - you will need it for the reinstall.
Then run the NRT and reboot. Afterwards, run the NIS 2012 Installer Package.
Run Live Update until all updates are exhausted. A reboot or two might be required.
Please verify that you have NIS 19.5 at that point. If not, please run Live Update again.
Check all functionality. Let us know if the above solves your issue.

I also faced this glitch and I restarted the PC and the second icon disappered. This can fix the glitch.

Rebooting definitely worked for me, at least - all seems to be well, for several days.
I am assuming that this is related, although the dual icons (sidebar-like icons, whatever you call them) are on the desktop, not the notification area, BUT--only in the admin account (the one I install most things in), not in the user account (Win7 64-bit ultimate). Rebooting does not fix the issue. I just restored an image from last November, and the same thing happened as in my last restoration: Norton told me my subscription had expired but, although not supposedly active, it still blocked internet access so I couldn't update the subscription info online (it never used to do that; restoring images is my SOP for fixing problems). Curiously, on the newly-restored image, there were also two Norton icons on the desktop of that one account. I used the Norton Removal Tool to get rid of Norton (by the way, it does not get rid of the Norton Internet Security_Key file in the Symantec folder in MyDocs); after getting rid of Norton, I updated that file with my newer key code, and everything was hunky-dory after reinstalling--except that it again had two icons on that one account's desktop. This particular image is quite clean: I ran a complete check disk, as well as sfc, which found no "integrity violations," as well as KB947821, so I think this Windows is as good as it gets.
I also have this unrelated suggestion: if you do as I do, and restore an old image and have to remove Norton, make sure that the Windows Firewall is on and do all your Windows updates BEFORE you reinstall Norton. I have observed that there are hardly ever any problems with updates failing to install when there is no AV on the machine.
