"Empty Spam Folder" doesnt work on my desktop's Outlook360

The tab works fine on my laptop, on the desktop is grayed out. I use MS365 on both. I have turned off spam and reset it following help article on Norton support but still wont work. Both machines are updated on Norton360, MS and windows10. I have rest the spam as and Admin… I called Norton support but they didnt know how to fix this either.
