End Program Error: ccSvcHst this program is not responding also Cant do System Restore

Intermittently when I shut down my computer,  I get this End Program window with this...ccSvcHst saying,  This program is not responding..

 

Also I can't do a system restore. I have tried turning off the Tamper button in Misc. Settings,  but it still wont complete a system restore.. I have NIS 2010 and am using WinXP..

 

Any help would be gr8ly appreciated..
