If you are using IE, go to Tools > Internet Options > Advanced and make sure there is a checkmark next to "Use Passive FTP." Then, if your router or modem have a built in firewall check that the settings do not restrict FTP traffic. I once had an ISP supplied modem that had Hi, Medium and Low settings for the outbound firewall, and FTP would only work on Low.
I just checked that and funnily enough its already been ticked...
Then it could be your isp or router. If you have another computer, you can test this by try visiting a ftp site like microsoft or ftp.Symantec.com. If it is unable to visit it, it must be the isp. You mentioned earlier that you have dial up. That means you connect to the net via a phone able plugged into the modem. Am I correct? That definately rules out a router problem as mentioned by sendofjive. Also do you mind telling up who is your internet service provider? That way we can find out if your service provider is blocking ftp ports.

Don't worry about it anymore, I download the Norton Removal Tool and re-installed it. It works fine now :D
I got rid of AVG as well as you Tywin suggested.
