Which version of Windows are you running, and which Service Pack?

Vista Home Premium 64bit Version 6.0 (Build 6001: Service Pack 1)
The MS windows installer downloads are for XP only not VISTA...
Note: My installer is working fine for every other program only Norton 360 has an issue with it...
I followed those links previously and verified that all my settings are correct and the services are set up properly...
This is very annoying, I hope somebody can figure this out.

Here are some more troubleshooting steps for error 1719 and includes downloads for Vista as well. Link.
No Dice. I downloaded the Windows Installer 4.5 MSU for 64bit Vista and installed it.
I ran the Norton removal tool TWICE rebooting after each removal.
9999,171 at the same spot during install...
I must have tried this install a hundred different times in the last week.

Please try this.
1. Download and run Dial a fix from here and extract all files from the zipped folder.
2. Open dial a fix and clear any restrictions if the program finds any.
3. Under Prep click the chekbox that says empty temp folders.
4. Then Under MSI check the checkbox that says Fix Windows Installer.
5. After those checkboxes are checked click the Go button and let Dial a fix run.
6. After you have performed the above steps then click the hammer button which will launch the advanced tools for dial a fix.
7. Scroll down the list and select repair permissions.
8. After its selected click Go and let dial a fix run again. Once that is done then close dial a fix.
9. Now click Start> All Programs> Accessories> System Tools> Command Prompt.
10. Once command prompt is open type sfc /scannow and press enter.
11. Allow the process to run. Once sfc /scannow is done then close command prompt and reboot the computer.
12. After you reboot the computer try to reinstall windows installer 4.5 again.
Please try this, if this fails, I would suggest you run a Windows Repair, let me know if you have a Windows Installation CD.
If all of this fails, I would suggest you wait and see if another contributor comes up with some ideas on this, otherwise you may have to email Microsoft Support. Sorry that's about the best I can offer right now.
