Error: "3048,3"

Got this error today. Downloaded 20130302-016-v5i32.exe file from http://www.symantec.com/security_response/definitions/download/detail.jsp?gid=n95 but said install files are corrupt. So I ran Norton Power Eraser and it removed 20130302-016-v5i32.exe file that I just downloaded and it the said the file was bad. What should I do?

 

I have Norton AntiVirus& pc is Windows Vista Home Premium 32 bits
