Error 8920, 204 despite uninstalling 360

This is exactly what happened to me and I am concerned. Same error codes etc.   Despite uninstalling 360 and re installing I am blocked at every turn.  No updates are allowed (Download not allowed 'Corrupt file'.)  Even Windows update is blocked.  Attempts to download other malware identifying programs are met with similar.  My PC is corrupted and Nortons is looking like it is not up to the job of this attack.  Can Symantec assist or am I left to fend for myself.  Any assistance would be greatly appreciated.
