Error 9504 and Symantec framework stopped working

Unfortunately I have had a problem with my NIS for two weeks and the Norton support team has not been able to figure the problem out.

 

I have installed and unistalled 2008, 09, and 010 NIS, gone to safe mode and run a full system scan replaced my microsoft framenet, removed all norton products and tried to reinstall.  The Norton team has taken all of my logs and still has not been able to find a solution.

 

I am running a 64 bit Vista. 

 

I just got off the phone with the "Elite" team for 3 hrs and again nothing. 

 

They even got me to pay 100$ so that they can remove a supposed virus, but of course there was none.

 

The error I am getting is error 8504 and symantec framework has stopped working.  Like I said the Elite team and engineering team can not figure out the problem.

 

Has anyone else gone through the same thing?

 

Two weeks?!  Any advice would be helfpful.  I think I can not use Norton anymore.

 

Also how would I go about filing a request for a refund?  HELP!
