Error message "stopped working" NU15 on W7 Pro 64-bit

Same Norton utility 15 file downloaded on 10 Feb. 11.  W7 Pro 64-bit operating system.  AV is Norton 360 version 4 (just renewed subscription).  In normal and safe modes.  Installation try's to update but states none, and does not start registry scan.  Error message "stopped working" always occurs.  No activation or registration process is started.  If try to reinstall over existing installation, hitting ignore can't overwrite speeddisk.exe files, then an update of about 3 MB occurs.  Same error message "stopped working".   From utilities directory.  Update.exe will not start.  Diskdoctor.exe did not start (normal OS start) - did start in safe mode.  Speeddisk started in normal and safe modes.  Normal or administrator starts did not make a difference.
