It appears to be getting worse....
Now i followed your instructions to wipe both the online and local Identity Safe.
That seem to go just as described.
Then I attempted to "Set Up Identity Safe" and put in a password twice.
Now i get an error:

Error
The system has encountered an unexpected error. Unable to setup Identity Safe.
Please try again later.
"
and an "OK" button is the only choice.
Please note I have not even tried to import any previous backup yet and still get this error.....
OK, I waited 5 minutes and tried again and now it has let me setup Identity Safe.
I tried to login to identitysafe.norton.com before I imported anything and it finnaly works.
I will now try an import...

OK, when importing post-2012 backups, i get the same error.
But when I used my back up from 2011, ALL of identity safe seems to be working and without the duplicated logins as well.
- Logging into identitysafe.norton.com now works.
- Local identity Safe shows all logins without dupes.
Thanks for everyone's help. I'll accept this as a solution even though I'll have to go through and try to remember some older passwords.
