Unfortunately I came across this today. I believe it's a variation of Ransomware that I had heard about before, but thankfully never experienced.
It locked my browser, so I restarted my computer fully expecting it to still be a problem after login. However everything appeared fine, and there was no sign of it at all.
To be safe I did a full scan with Norton and Malwarebytes, and nothing was found. I rebooted in safe mode and full scanned with both Norton and Malwarebytes again, and as previous, no virus/spyware was found.
So do I need to be concerned at this point? Part of me wishes that something had been found, as then I could remove it and carry on unperturbed. But with nothing being found, have I dodged a bullet?
I should note I am running Windows 8.1 with IE11, and I updated the definitions of both before I scanned.

Understood. The problem in part is that these forums are not designed to provide the protected environment needed to determine if a system is infected nor are they suited for cleaning operations.
We can help you with problems directly related to your Norton products but when it gets into areas where these forums aren't suited for the activity our only choice si to be honest and recommend sites where we know they can and will do the job correctly and have the environment and the tools to do it.

Norton support, over the phone or chat, does a way better job helping with problems directly related to your Norton products.
Being that that's the case that makes these forums essentially useless
Norton chat is well suited for problems having to do with subscriptions and with the determination if someone can get back days for early insertions of new keys into their Norton problems. The various parts of the Forum have their uses also. If the various parts of the Forum weren't successful, they would not remain a part of the Forum nor would Tony and Dave and the other Admins and Moderators of the Forum would not have jobs. Please remember not everyone who posts here are volunteers. They each have their own functions. Thank you.
