Explorer.exe crashes repeatedly when Norton 360 is installed

I have Windows 8.1 and Norton 360. A few times now my computer has started a perpetual loop of starting up and then explorer.exe repeatedly crashes and restarts. If I boot into safe mode and then uninstall Norton completely, everything is fine. Reinstalling Norton 360 works fine for a few months and then the issue reoccurs.
