File reputation ratings: Reputation scan vs Application ratings

Maybe I'm completely misunderstanding these features, but shouldn't they both have the same trust rating percentages? They both deal with the same 'Files of interest' — correct? Currently, on my system, the ratings are as follows...

Norton Insight Application Ratings

Total files: 2,774

Standard Trust: Will be scanned: 31%; Trusted; 69%

High Trust: Will be scanned: 24%; Trusted 76%

Reputation Scan (Full scan)

Total files: 2,758

Trusted (local): 99.53%

In the Reputation scan section of the help file it says "Average trust level: Indicates the average percentage of good, Norton Trusted, and user-trusted files on your computer", if that's the case shouldn't the reputation 'trusted' percentage be the same as the 'High Trust' Insight percentage?

Insight is for the faster scan time. After the Insight scan those files that are trusted will be left out from other scans until they are changed (updated to newer, cracked by a virus, etc...).

Plus it scans the files that are used often by the system: running processes and the loaded DLLs, startup files (services, drivers, and auto run applications), and PE files in theWindows prefetch cache.

Reputation Scan scans not the same files as Insight scan do. It checks the whole system, and looks for other files stored at your HDD as well. Plus Reputation Scan also performs a local virus scan and a cloud scan on each file it found.

I just checked the files listed in the 'Norton Insight - Application Ratings' window and the files listed in the 'Reputation Scan: Full System Scan' window; they appear to be the exact same files.

There must be some files which will be scanned by both, but not all of them.
