I have to recover items and can't find any pictures or music. Everything else seems to be there but the important videos and pictures are missing. Are there certain things this program does not back up?

Welcome to our community. Norton backs up the file types you tell it to during setup. By default, video files and email files are turned off, but both file types you mention (pictures and music) are turned on. However...I do notice that the default settings only back up files stored in the My Documents folder or its subdirectories. For recent versions of Windows (and music and camera/photo software) that would have you covered...however if you set up your directory structure to put your music & photos somewhere else, they would not by default be backed up.
If your Norton installation is intact (that is, if you didn't have to reinstall as part of your recovery), then you should be able to check what files you've been backing up by pulling up your main Norton window, mousing over the Backup pane, and selecting "Manage Backup Sets." Click on "What," and make sure that all the file types you want to back up are checked--and that if you have any files outside of My Documents that you want to back up, that those drive letters are checked in the column at the left as well.
If all is as it should be, then your pictures and music files should be in your backup set. If, on the other hand, those file types or the drive your files were on if they weren't in the My Documents folder weren't checked, then you probably haven't been backing up those files.
