After I applied the patch for NIS 2013 and the patch was sucessfully applied the patcher stated "explore" at the bottom instead of "reboot'". When I clicked "explore" nothing happened. NIS 21`03 did not seem to be active. I clicked on NIS in my Windows 7 (64 bit) start menu but it did not launch. I needed to do a reboot to get NIS to work. This happened on two computers.
