It appears starting with Firefox 98 you’ll no longer be prompted when downloading files. Seems rather counter intuitive from a security stand point. I'd rather be asked to verify a download than the browser just arbitrarily downloading it, especially if you didn't request it, which happened to me the other day.
After looking around on how to prevent this behavior, I found a recommendation to modify the following string from True to False "browser.download.improvements_to_download_panel"
I did see the recommend article in ghacks.net about changing the setting from Save to Always ask and I thought I had made this change earlier but guess I spaced it. This is why I was surprised the other day when firefox unexpectedly started downloading a file I did not request.
I did find the article in askvg.com and changed the value from true to false and retested and found all was good...so I'm feeling better now knowing firefox will prompt prior to starting a download. Lets see how long before firefox nixes that work around...

Version 98.0, first offered to Release channel users on March 8, 2022
Firefox has a new optimized download flow. Instead of prompting every time, files will download automatically. However, they can still be opened from the downloads panel with just one click. Easy! More information
