Just downloaded and installed FF12. I'm running NIS 19.7.0.9 the Norton Toolbar 2012.5.3.7 is there as well as Norton Vulnerability Protection 10.1.0.68-3, I guess the short answer would be if your Norton product matches these specs the toolbar is compatible.
If not then I'd recommend that you run live update until you get all of the updates downloaded and installed. I think that there will be at least one reboot required to get everything into the right spot and working properly.
