After all the re-installs today to try to root out the issue, I discovered that the Antivirus software selection was the only thing that changed, causing many issues after the update early this morning on Sunday the 21st of May. To fix the auto protect is turned off, or you turned off auto protect message. Make sure you have all the latest updates for the current version you are running and then goto the settings and open the Anti Virus settings. You will find the boot time protection turned off. Simply click on it and turn it back on. Not sure why this setting changes in the updates but after a long day of examinations, this is the simplest fix yet. Noting that no one else has posted this fix.
