Which Norton product do you have and what is the version? You can find the version from Support > About.
There is no way to access the NPM file unless you have the password. There is no backdoor for obvious security reasons.
Did you use the password hint feature when you performed the ID safe backup? If so, perhaps this will help you recall what password you used.
Do you have an older NPM backup perhaps which you might remember the password to?
