Is there someplace where customers can read full release notes on new versions of Norton 360? The announcements of new releases typically give very little detail on the changes made, saying simply “Minor bug fixes and under-the-hood changes,” for example Norton Security 26.8 for Windows is now available!
Unfortunately no. We used to be able to get online product manuals that could guide us through all the features and settings of a product. But like many/most companies these days, comprehensive manuals are no longer available to the public.

@peterweb, thanks for the reply. What I’m looking for, though, isn’t the product manual but simply a rundown of the changes that were made since the previous point release. The following example is for a browser, but it illustrates what I mean: Pale Moon - Release Notes

Sorry, but no. The only public information that you will see is in the product announcements. These are generally quite vague such as Backend enhancements, or UI changes, unless they address a specific issue that has been reported in the forums.
