Full Screen Detection / Silent Mode

I read and reread the explainations for these two settings, but I'm not quit getting what they do.

Can someone here elaborate more on what each of these settings do?   Will either of these settings affect the way Program control is determined?

It's for events like gaming, say you don't want to be notify when norton is doing something, it also turns off norton idle scan and auto update so your not getting bugged or slowed down. Most apps that run in a full screen are stuff like games and cd burning software. you don't want norton buggin you then. unless your using a 17" montior like my father does then you may or may not need this setting. he's got a 17" monitor and everything is full screen so I turned that option off because Norton would never do anything in that case.
