I would try unchecking one item at a time in Settings > Tasks Scheduling and then running a scan until I could identify which of the PC Tuneup tasks is causing the scan to freeze.
It hangs at C:\users\steve\appdata\local\temp\adobe\arm.log

You could try checking the size of the file and then manually deleting it.
Go to Start > All Programs > Accessories > Run.
In the Run box type %temp% and click OK. For informational purposes, check the size of the arm.log file.
Then, delete this file and check if the PC Tuneup runs without incident.
