Ghost 15- copy C: drive, no boot into Windows

I do know how to use Google, so I saw that a lot of people have had this problem, and I paid attention to how their problems were solved.  But I still can't get this working.

The setup:  XP Pro.  The main 500 GB HD is partitioned into a 100 GB C:, with the other 360ish GB reading as a backup partition.  The intention is for the new 1 TB HD to have a 600 GB C: and a second partition of about 350 GB.

-First try:  Partitioned the new HD.  As I discovered later, this is bad.  Last night I set the 300-ish gigs of data on the current backup partition to copy/paste over to the new backup partition.  That went fine; the data is present and usable.

-Second try:  Read up on how to do the copy properly.  Removed the main partition (via XP boot CD) so that there was 600 gigs of unallocated space.  Copied C: into the unallocated space.  Ghost, however, set that space to become D:, and I didn't see a way to change that except to choose a different drive letter.  When I disconnected the first HD and booted from the new one, it hung again.  My guess at that point was that Ghost's attempt to make it D: caused the problem.

-Third try:  Removed the partition again.  Repeated the second attempt, except this time I scrolled up on the drive letter list and saw there was a <none> option.  Chose that.  The new drive still fails to get all the way into Windows.

Other possibly relevant information:

-I had Set Drive Active and Copy MBR both checked off; it seemed logical, but I haven't used Ghost since DOS, so I can't claim current expertise.  Nothing else was checked.

-When deleting the partition through the XP boot CD, it read as having a windows install of "C:..." I have no idea if that means the drive letter issue that's been so common was actually not a problem for me, or if that's irrelevant.

-At no point have I deleted the second partition on the new HD.  I will if I need to, but it doesn't seem like that should matter; I'm trying to copy one partition to another partition, and that backup stuff's all off to the side.

-I saw mention of using a Win98 boot CD to remove the drive letter, but as best I could tell that shouldn't be necessary if you kill the partition completely and redo the copy.  Is that correct?

-I've noticed on the last two attempts that the partition created by Ghost in the unallocated space has been precisely the size of the copy, and the other 500 GB remains unallocated.  Once I figure out how to do this right, will that problem solve itself, or do I have to choose some different option (presumably "Resize drive to fill unallocated space")?

There are other things I can try, but it's all marginal and none of it seems any more likely to work than any other option.  So before I put my head or fist or some other body part through a solid object, I'll sit and hope someone will share some useful advice.
