Yes, you should uninstall NAV 2003 before trying to install NIS 2008.
You can first uninstall via the Control Panel, but then also be sure to use the Norton Removal Tool here to clean up any remnants. Please be sure to select your Norton Product and appropriate operating system.
If you have any other brand of security products installed they should also be removed prior to installing NIS2008.
To protect yourself, be sure your Windows Firewall is ON until such time as NIS is installed and takes over that function.
It is your choice if you put Windows Firewall On, although this is not needed as things should be okay; anyway, Windows Firewall is useless.
Un-installing via Add/Remove should be okay; if you do choose to remove via Norton Removal Tool, you will have to re-install every Norton Product you have. If you use Add/Remove and you find you have problems, then I would strongly advise using the N.R.T. as Norton AntiVirus 2003 components will still be on your system.
As Phil_D has mentioned, be sure to un-install all other Security Products before installing, if there are other Security Products installed on your system; you should only have one Security Product installed at any one time.

Although I agree that Windows Firewall does not measure up to Norton's Firewall, it does offer some level of protection until your NIS 2008 is installed. Without any protection, your computer can be attacked within minutes of being online. Once installed, NIS will become the default Firewall and will turn off the Windows Firewall.
