Yes, we have sent out messages via LiveUpdate Notice. So far, I believe our messages have been limited to update notifications. Live Update Notice is one of the mechanisms that we use to try to alert Norton customers that new versions of the product they're using are available (all NIS 2006 users and beyond are entitled to an upgrade to the latest released version of NIS for free).
For example, if you're a NIS 2006 or 2007 user and NIS 2008 is released, we can use LiveUpdate Notice to send a small pop-up notifying you of the new version so you can download and install it. I'd imagine it will be pretty difficult to troubleshoot why you haven't received a message, but in any case, you can download it here (this might not be the best place to download from, but I had it handy).
