Did you try the regular settings? or a reboot?

I've seen this condition (Protection Center showing basically everything off) in situations where the licensing client has encountered a problem. It will attempt to connect with the server to validate the license conditions for that subscription. If there is a connection problem, the licensing issue would persist until it can re-connect to the licensing server. There is a document that contains a utility that can resolve common licensing issues located at:
