Help? I have two teen boys with ULTRASURF - Help me "censor" them a bit

I'm normally a pretty sharp cookie, have a pretty high-tech job, every computer, tablet, laptop, and phone known to man - and have discovered a problem

I have two sons - age 15 and 16 - and they have discovered porn.

I know I cannot keep it all out of our home, but I have Norton One (Norton 360 + FW + Family) installed on both our Win7 and Win8 workstations.

The "beauty" of ULTRASURF is that it's supposed to help people in dicey countries with mean governments get around "censorship".

    Download: https://ultrasurf.us/

ULTRASURF basically runs a single (no install) .exe file which connects to external (Ultrasurf-controlled) proxy servers via variable non-standard ports - then lests the user (kiddo) surf porn, gambling, and (worst of all) Liberal politcal sites until their eyeballs bleed.

In my home, I fully plan and intend to "CENSOR" my kiddos' viewing content.

There are two threads (search above) in the Norton Community area that discuss ULTRASURF.  Both are incorrect and misleading.  Norton does not flag ULTRASURF as a virus/trojan - it happily allows it to download, execute and surf.

I have also tweaked my home machines to use the "Norton DNS" stuff - which is supposed to add another layer of filtering and content removal...  Nope, Ultrasurf works just fine - I can get almost any kind of blatant porn/etc. on-screen instantly.

What I wish Symantec could do is simply document "How to disable/prevent ULTRASURF" and its clones.

As a parent trying valiantly (and failing) to keep my dumb-and-rutty teens away from ugly content, these tools are an instant defeat for Norton.  And they are very popular at both Middle School and High School.  (Their system admins are begging for a solution too!)

Symantec - please give me a checkbox or a .exe filter, or a firewall ruleset (or behaviorset that is tuned to defeat this class of tools.  My intent (and Norton Family's intent) is to avoid ugly content - and yes, that is censorship...

Help plz!
