Help, Please. Serious Security Issue which Norton Live Chat-Help has been Unable to Resolve; Reported Multiple Times

Thanks for your attention and time....and, I hope, assistance.

I have reported a serious issue with apparent attempts to intrude upon my online activity....at particularly sensitive times. The occasions began when I opened my bank login page and began to enter user/password and Norton warned that computers (specific IP addresses given) were trying to interact with Chrome at those times. Later, warnings also indicated that specific computers were attempting to interact with Norton Symantec VPN services. Later still, while the other occasions continued, intermittently, the warnings appeared when I was logging into private account page of online retailer.

It happens whether Norton VPN is activated or not but is not constant, not apparently triggered by given actions each time they are taken.

Numerous attempts to resolve this serious (what I take as serious) issues over the last year and a half with Norton live chat-help but to no avail. Despite many actions having been taken and categorical assurances given to me that all would now be OK....the problem persists and has worsened.

No Norton agent has been able to explain:  what the warning indicate/mean; form where the computers attempting to interact with mine are from and what they seek to do; how they are able to "see" my online activity, even when VPN is activated; what threat is posed; how do I end these apparent attempts to intrude on my online activity.

After repeated failures by Norton live chat-help to resolve the issue I am at a loss regarding what to do next. I am seeking any advice, aid anyone may be able to afford me. I have a detailed break down of events, of what norton agents have done and of the specific text of the Norton security warnings....but it runs to one and a half pages of A4 (after a year and a half and many failed attempts to resolve it with Norton) and I am not sure if that should be loaded or not; but it is available.

Fingers crossed that someone will have an idea how my attempts to ensure my security should progress....after the repeated failures of many Norton agents to resolve it. If Norton can't do it, to where or whom do I turn next?
