High Risk Threats detected only in Safe Mode

Hi, I'm running NIS 19.1.1.3 and when I do a full scan in safe mode I get high risk threats that don't show up when I do a full scan running windows normally.

 

These are the files it labeled as a "Heuristic Virus"

38a2e9.msi

applemobiledevicesupport64.msi

applemobiledevicesupport64[1].msi

 

I did the same scan on another PC and got high risk threats only in safe mode also, that scan labeled Skype.msi as a heuristic virus

 

I currently have these files in quarantine, but why is it that norton didn't pick these up running windows normally? Are these false positives?
