If I understand your problem, you are having a problem restoring your old Identity Safe information. When I looked in my "Web Settings/Identity Safe", at the bottom of that section, I had to scroll down a bit, I see a heading "Restore Identity Safe Data". You don't have this heading?

Be aware that in order to see this option, you must first be logged into ID safe.
Also please check to see if you have the latest version of NIS 2011 (released only recently) which is 18.6.0.29. You can find this from Support > About.

Could you please clarify if you are trying to restore a backup .npm file that you created using the Identity Safe Backup option, or if you are actually trying to import a file that you created by exporting your Identity Safe data as a .csv file.
