How can I unblock a file?

I've got a program that I can't run because its executable file gets blocked. Under Details in File Insight it reads:

 

Unknown Community Usage, Unkown Age, Risk Low.

 

 

I redownloaded the app and there is no unblock option in the file's Properties.


How do I unblock it and why did it happen? Did I do something to cause this?
