I wish to search some web sites without my IP address being known.
My IP address is visible to the outside world. Isn’t this supposed to be blocked by NIS 2009 by default?
If not, is there a way that I can surf while remaining anonymous? Some web sites track my IP and it annoys me, since it is a Static IP.

You have to use proxy servers.
Here are some: http://www.publicproxyservers.com/ (links to lists on the left menu).
To set it in IE open Internet Options, there Connections tab there LAN settings and select use a proxy server. And there paste the ip you found with the port too.
And now you are from another country :D
You can try Gpass program, I think it's the best one for anonymous surfing.
Through Gpass, you will get Internet access for almost all programs/browsers- yahoo messenger, Outlook, IE, FireFox..etc

It is just a simple exe file, you need to add IE/Firefox into it and access IE/Firefox from there. It can be surely trusted. You can find more information from the Web page for Gpass, check it yourself.
