How do I block access to specific web sites?

What I have stated here a few weeks ago remains valid and true to this day, and that is:

 

As long as I go without opening Outlook 2007, I will not have the atdmt.com cookie in my system, as verified by performing frequent NIS quick scans. And this works fairly well for me, because I use Hotmail as my primary email account. On the other hand, each and every time I happen to open Outlook, I never fail to get the cookie installed in my computer.

 

So, as far as I am concerned, the problem sits squarely with Microsoft, more specifically, through its Outlook application. This being so, I think it is a shame that a company like Microsoft will not stop using these annoying methods (to say the least) to get into my system against my will, no matter what I do; will not provide a tool to easily prevent installation or to remove the cookie  after it installs; and will not even acknowledge that it has anything to do with all this shady business.

The Outlook 2007 help has the following to say. From your experiences, it sounds like you should approach Microsoft about this bug:

 

"You have the ability to accept or decline cookies by changing your Internet options in Windows Internet Explorer. (In Internet Explorer, on the Tools menu, click Internet Options, and then click the Privacy tab.) Microsoft Office will abide by the privacy settings you select in Internet Explorer and will not download cookies if you have chosen not to allow cookies to be downloaded. Those features, described later in this statement, that use cookies may not work correctly with this setting in place. Cookies previously saved to your hard disk may still be read by the 2007 Office release unless you use the Internet options in Internet Explorer to remove previously saved cookies."
