How do I get my vault to use the account I use with Norton?

I decided to set up ID Safe on my computer.  Directions are not the clearest, so it was feeling my way thru.  It started with creating a vault, and asked me to sign into my Norton account, or I could create an account.  I chose to create an account, and I guess that is where things went wrong.  I spent four days creating new passwords for all the sites I use.  When I finished this, I decided it was time to find out how I could go about implementing this work on all my devices, as this was the major reason I decided to use this tool.  I went to indentitysafe.norton.com and it asked for my vault password.  When I entered this, I got a message: "No vault for this account".  I have a working system on my computer, and Norton says they no longer use local vaults,  they are all on the cloud.  So, somehow, my computer is logging into a cloud account that is not connected to the Norton account.  Or, there is some issue with logging in that I am unaware of.

Is there some way I can move my vault to my Norton account?  My guess is that if I delete my vault [I have "exported" my data for this contingency] the same process will repeat itself.  I need to have a single workable account that contains my vault.
