How do I get Norton to prompt me to open the vault before allowing to sign in, when I HAVEN"T SIGNED IN YET?
It shouldn't show my email address or password, or advance to the next page until I've signed, yet its not longer necessary to sign in. All I have to do is tap NEXT. Where's the security in that?

If your email address is being filled before you have logged into your Norton Password Manager, NPM, vault, it appears that your browser is filling in the login name from stored cookies. When you click on Next, is the password already filled in?
I have asked your email address be removed from your image per the forum guidelines. Always mask personal information from any post.
You must close the vault or it will stay open even if you close the browser.
