Could you explain a little what you mean by "tags" since I don't see anything on desktop shortcut idons that I would call a Norton tag. Windows does put a little curly arrow on them but that's not Norton.
there's a little green box witha check mark in the lower left corner of certain icons: acribat files. they appeared after i installed SI

I believe you may actually be running Norton 360 or Norton Security Suite from Comcast which are completely different programs than Norton Internet Security or Norton Utilities (NU). What you are seeing are backup status overlays (NIS does not have a backup feature, and thus the confusion). The overlays can be disabled, as explained here:
