How Do I Obtain Help from a Technician Higher than Level 2?

I am having a real problem with my Norton and my IE 11.   There are too many details to write in updating you....but, let me just say that for over a week now my computer hasn't worked right... and it started with my checking my Norton expiration date resulting in my computer flashing... losing my Norton...leading up to my losing my IE 11!!!     If I was not on a Norton site when this happened, I would have sworn I got hit by a virus!

I have been on the phone with 5 technicians.... and my computer is STILL not right!!!     One technician even told me to go to an outside technician for help.... because she couldn't find how to solve the problem!!!    Last night I started out with a Level 2 Technician using  IE 11  and now I have IE 8!!!!!     This happened while a Norton Technician had control of my computer by remote.... and she kept telling me she didn't do anything and I should talk to Microsoft!

I have been on my computer into the morning hours for 4 different nights till 3 AM, 2:30 AM, 4:00 AM  and again 2:30 AM trying to resolve my problem.  At one point my IE 11 STOPPED working  (I could use Google Chrome to research) and reluctantly did a RESET of IE...and it still didn't fix it!!!    It was upon doing a few Microsoft fixes that I was  finally able to get IE working again.   It was through no help from Norton... and yes, when I did the RESET I still had IE 11!

Last night I did a SEARCH on Updates and received a message that I did not have have any Security Protection.   I then saw that my Norton icon in my tray was missing and when I tried the Norton in my START menu I was not able to open Norton nor run a scan, etc.    This is how my problem started over a week ago!    Four technicians later I had lost my Norton again....I was finally given a Level 2 tech and had my  IE 11 replaced with IE 8!!!!    IE 8 is not working well on my computer!

So, here I am now writing to you hoping you can help me find a technician to get my computer working smoothly again.    Overall, the technicians were polite and nice, and I do believe they thought they fixed my computer.    It's just that through their best efforts they didn't get it right.    Right now I am paranoid over who gets to touch my computer.     And, the technician last night WOULD NOT put me through to another technician, a supervisor or a level 3 tech.

Could someone please help me?   I am beyond frustrated.
