What browser are you using? Firefox can have an occasional case of completely forgetting a user's stored preferences due to corruption of the cookie file. Since the type of cookies you are asking about are not tracking cookies or third-party cookies, I very much doubt that Norton is involved. Either the cookies are expiring or your browser is not saving them.
As SendOfJive wrote, it's not likely that Norton is removing persistent first-party cookies. Are you by any chance using some form of clean-up software (Window Washer, CCleaner, etc.). If so, check the settings and be sure that the cookies you want to keep are properly identified for retention.
I think that Norton is removing the login cookies for google and bing because google also seems to be involved with atdmt cookie. That cookie is a tracking cookie and most people are trying to find ways of keeping that cookie off their computers. This atdmt cookie is probably getting removed and along with it your login for google and the others. More information can be seen in this forum.. To specify sites whose cookies should always be allowed, do this: In IE, click Tools > Internet Options > Privacy > Sites. Enter the names of the sites you want to permit to store cookies and click Allow for each site you add. OK your way back out. Then go to Tools > Delete Browsing History... and put a checkmark next to Preserve Favorites website data. This will prevent cookies from sites listed in your Favorites from being deleted whenever you clear the rest of your browsing history. Since you probably need to keep cookies from some sites that are not in your Favorites, you should also uncheck the box next to Cookies. Otherwise, all cookies except for those associated with your Favorite sites will be removed whenever you empty your history. While it might seem like a good idea to clear all cookies, doing so will also remove the good ones you need to keep for site preferences, etc. So tell IE to leave them all and let Norton scan and remove the tracking cookies.
I have noticed that some of my automatic logins disappear when my IP changes. One site in particular. That might be another reason why your logins are disappearing unless you have a static IP.
Another thread has appeared on the forum with an issue identical to yours. This immediately makes one wonder if there is indeed something going on with either IE8 or Norton's tracking cookie removal. In that thread mdturner suggested that the OP disable the tracking cookie scan for a couple of days to see if the problem is resolved. This would pinpoint whether this is an issue of Norton possibly mistaking first-party cookies for tracking cookies, or, if the issue persists, rule out Norton as the cause. I would suggest you try this as well and report what happens over the next day or two. This will give us a better clue as to where to look for answers.
If the issue continued with Norton’s tracking cookie scan disabled, then it is an IE issue. Do you have IE set to delete your history on closing? Something configured in the browser is periodically removing cookies that you have not manually excepted by adding them to the “Allowed” list under Privacy.

I had same problem: Dissapearing Persistant Logon for Google, Yahoo, Facebook, Bank Accounts.
I also have Vista, intsalled NIS 2010 and IE 8 lately.... I had the same behavier on 2 PCs.
The problem seems to happen when you installe NIS2010 and IE8 in a certain sequence. I disabled every tasks in NIS2010, it did nothing. I deinstalled IE8, the problem persisted...
I look all over the web for a solution and did not find any.. but a lot of peoples do have same problem.
Solution:
Open Internet Options, under General Tab click Delete in Browing History, make sure every check box is ON except top one (Preserve...) and click Delete.
That in theory should delete every History... but it does not do it completely (THAT IS THE BUG)
In General Tab click Settings in Browsing History, click View Files, manually delete the remaining Cookies.
Now you can access your usual site, logon to them and click Keep me Logon, it should now kept you logon for weeks. (At least it work for me on both my PCs)
