How do I stop Norton from removing certain programs?

I am trying to download IW4M from a website that I trust (I have downloaded it before) but every time I try to download it, it says

 

"InstallIW4M.exe is not safe and has been removed."

 

I am not good at navigating around programs. Is there any way to allow the program to run?

 

If anyone could give me a step-by-step instruction (as in: settings>firewall>allow>programs>etc.) that would be great.
