How do I transfer to a new computer without access to old computer?

How do I transfer my Norton account to a new computer without access tomy  old computer?   The old computer is no longer working (hence the new computer).   I can find info on how to do this by un-installing it from the old computer but nothing with my problem.

You will need to contact customer support here:  http://us.norton.com/support/contact/contact.jsp?pvid=cs

to get them to assist so you can download and install a new copy.

There is a new feature called Norton Management which was introduced in Norton 2012 which you can use in the future to free up activations without involving Customer Service.

You will still need to contact Customer Service for your present issue but in the future when faced with a similar circumstance you can utilize the Norton Management feature.

I tried to contact custome service (quik chat and phone)  for quite a while tonight.  How long does it usually take to get through to someone?
