How do we request Norton to add an IP for the Province I live in?

Hi, I live in Canada and the applications are authorized on the basis of the originated IP address and based on the Province it resides. 

There are 10 Provinces in Canada and I live in Ontario Province and needs VPN to allow the user to use any of the IP addresses within Ontario.

How do I request Norton to add an option to use Ontario VPN IP address?

Unfortunately, I cannot use multiple Applications using VPN and if I travel then it becomes impossible for me to use those applications which has requirement to be in certain location of your home.

Any advise would be appreciated.
