Detailed description: How do you find and get rid of PUP-GEN permanently. It keeps recuring? Norton does not warn me of this intrusion, it only shows up on the startup scan. And when I restart Norton lets me resolve it, but it keeps coming back?

@Carl_Todd First, I would clean your browser(s), all browsers installed by deleting all the cookies and caches. Next I would download, install and run a full scan with Malwarebytes, it focuses on things browser related better than Norton.
