To check whether your popup blocker in IE is turned on, please go here for instructions:

Then click "Pop-up Blocker".  Next, click "To turn Pop-up Blocker on or off".

In IE set the pop-up blocker setting to High.

Also, if the same sites are poping-up, go to IE Settings section  Security and add the URL's to the Blocked list.

Restart IE.

This information may or may not be of help but I know in google chorme and maybe FireFox that you can install adblocker so you don’t get any pop ups coming up on the screen. But I would also take Inquirers advice here and run a scan with MalwareBytes Free just to make sure those adds aren’t from PUP’s and also take Apostolos advice and have pop up blocks set to high. When I used to use IE I had the same setting on.

I also use Adblock Plus, which is very effective. It works in most browsers.
