How is Full-Screen Defined in Activating Silent Mode?

The help files say that full-screen applications trigger Silent Mode for NIS 2010.  But is there a specific definition of full-screen?

 

Let’s say I’m watching a video file in Windows Media Player 10.  If I simply maximize it via the maximize square, wll NIS turn on Silent Mode?  If the answer is yes, then would I also enter Silent Mode simply by maximizing, say, Outlook?

Going back to WMP, if I have video filling 100% of the screen, that would clearly seem to “qualify.”  But what if I then mouse-over so that navigation controls appear?  Would it no longer be considered full-screen, thus terminating silent mode until the navigation controls disappear again?

I’m not asking simply out of curiosity; I am trying to decide which programs I should enter manually into the Quiet Mode list, and the answer will help me decide how extensive the list should be.  Thanks.
