Are you referring to Norton Password Manager?

If you want to add a family member to your Norton account , the steps depend on whether you are:
sharing device protection (Norton 360 licenses), or
adding someone to a Norton with LifeLock family plan.
To share your Norton 360 protection with a family member
Sign in to your Norton account.
Go to My Subscriptions .
Find your Norton 360 subscription.
Click Download or Install on another device .
Choose Send a Download Link .
Enter your family member’s email address.
They open the email and install Norton on their device.
This is the usual method for sharing unused device licenses included with Norton 360. (support.norton.com )
To add a member to a Norton with LifeLock Family plan
Sign in to your Norton account.
Open My Subscriptions (or Manage Account on some layouts).
Under your subscription, click Add Member or Enroll Member .
Enter the family member’s details.
Complete the enrollment steps.
Norton notes that adult members typically need their own email address to activate identity-related services. (support.norton.com )
For child accounts / parental controls
If you are trying to supervise a child’s device:
install Norton Family on the child’s device,
then add the child profile through the parent portal or Norton Family app.

Are you referring to Norton 360 with LifeLock plan?
Do you see Add Member or Enroll Member next to the family member whom you wish to add.

Please note that each adult family member must activate credit services with their own email address.
My understanding is that with Norton by LifeLock Family plan when you set up the account. You’re asked for individual member details…including their respective email address… then each enrolled member will receive a Welcome letter…explaining they’ll setup their own Norton account.
Maybe, the primary member forgot to enter added member email address then added member will not get the Welcome letter to their respective email address.
Note: the primary member may contact LifeLock support and support will authenticate the primary member with SS# and will then share Welcome letter to secondary member.
