How to block a child's access to Chrome Extentions?

Hi,
I have purchased a license for Norton 360. I have installed Norton Family on laptops that children use. Is there any way my child might not have access to Chrome extensions? The child is able to disable the extensions by itself and enable blocked pages. Eg YT.

Can it be blocked so that it cannot do it?
