How to bypass the Norton block of a self developed applicaion on windows

I completed an application using Visual Studio 2022 in C# and published to my computer, Norton continues to block the app even after I excluded it from the Visus protection. It tell me there are are too few users? If I can't do a simple thing like run my own programs than I will get my money back from Norton even though I have used Norton 1980. I have tried to exclusd it, but that does not work. Does anyone have a solution other than shut Norton off and go with Mafee?

Can you create work product folder and exclude the folder.
Don't know if "Items to Exclude from" x2 -> Configure... will help your scenario.
